Pillay wins peace prize for advancing international law

The Norwegian Nobel Committee awarded the 2026 peace prize to South African jurist Navi Pillay on October 9, recognizing her work for peace and international law.
Her career includes South Africa’s High Court, the Rwanda tribunal, the International Criminal Court and the UN human-rights office. The committee connects legal accountability with preventing violence, while acknowledging unequal enforcement of international rules.
This is the committee’s reasoning for an award. It does not itself decide a court case or change a tribunal’s jurisdiction.
PBOC distinguishes exchange-rate targets from intervention against overshooting

The bank says it sets no exchange-rate target and does not intervene in long-term trends, while retaining intervention against severe short-term swings. Additional foreign-exchange reporting to the IMF is planned from 2027.
It also disputes translating real effective exchange-rate estimates directly into a dollar-yuan target: relative prices and a currency basket enter that measure. These are the bank’s positions, not an independent valuation by this paper.
Reports: Meta restricts ByteDance-linked ads in seven markets

unusual_whales revisited earlier reports on October 9. Marketing-Interactive, citing Bloomberg, says restrictions began October 8 in the US, Canada, Egypt, Indonesia, Japan, Thailand and Vietnam.
The reported scope includes ByteDance advertising and third-party ads linking to its products. This concerns paid promotion on Meta, not national bans on using TikTok.
The report attributes the decision to commercial competition, quoting a Meta spokesperson. This paper has not obtained account notices or TikTok’s response; implementation and exceptions remain untested.
Claude adds dashboards and animation, with distinct access rules

dotey explained Anthropic’s October 8 update. Dashboards turns connected data into charts with visible queries and refresh times; Motion creates editable animations exportable as MP4. Both remain beta. Official documentation was checked, but output quality was not tested here.
Dashboards supports Pro, Max, Team and Enterprise. Motion is limited to Team and Enterprise. Docs, Slides and Design are now out of beta, including on Free.
Enterprise disables the two betas by default; Team enables Motion. Enterprise turns Docs, Slides and Design on by default October 15. Cloud code execution and file creation must also be enabled.
The standalone Design site is scheduled to close December 14. Existing teams should check migration instructions and project status rather than assume migration is complete.
Another Gulf vessel hit; fire extinguished, crew status unknown

UKMTO notice 160, dated October 9, reports a vessel struck by an unidentified projectile 13 nautical miles west of Al Jazeera, UAE. A resulting fire was extinguished. The notice cites multiple sources; crew status, damage and environmental impact remained unknown.
Notice 158 concerns a separate October 7 incident: a tanker reported multiple projectile strikes 51 nautical miles north of Madinat ash Shamal, Qatar, with casualties reported. Notice 159 describes an October 6 strike on a crude tanker transiting Hormuz, with no reported casualties. Publication dates and incident dates differ.
ChineseWSJ’s regional reporting prompted this follow-up. The notices establish reported maritime incidents, not the attacker’s identity or a closure of the strait. The records read here do not name these vessels. UKMTO advises cautious transit and reporting suspicious activity; these unresolved details remain material to assessing shipping risk.
Peptide easing remains unannounced; pharmacy group details its proposal

The peptide-policy report shared by unusual_whales is not an operative drug rule. On October 9, the Alliance for Pharmacy Compounding said the reported plan remained unannounced, with no announced timeline and details subject to change.
APC says it met the FDA twice to seek interim enforcement discretion for state-licensed compounding pharmacies. Its proposed conditions include stronger patient disclosures, serious-adverse-event reporting and collection of usage data. These are an industry group’s requests, not established FDA requirements.
Advocacy, a formal change in enforcement and approval for a specific treatment are separate questions. This review obtained neither a new effective policy nor an applicable peptide list, and establishes no product’s safety or efficacy.
Tibo’s day-five update: Codex suggests the next message

In his October 9 “Day 5” post, Tibo (@thsottiaux) introduced composer predictions in the Codex desktop app. Composer refers to the message input: the feature suggests a next message based on the conversation and how the user communicates.
The embedded OpenAI Developers announcement labels it a beta for Pro users. Tibo says predictions are included in Pro plans without consuming usage. That statement concerns predictions; it does not establish that subsequent Codex tasks are free.
His praise for the suggestions is a personal assessment. This paper read his English post and the embedded official announcement but did not test prediction quality or confirm other plans and clients. A suggested next message is not evidence that a task has been executed.
