Lai pairs welfare plans with a defense message in October 10 speech

Lai Ching-te proposed a NT$10,000 per-person “AI dividend” next year, conditional on sound finances, and NT$5,000 monthly support for children aged 0–18. These are plans in a speech, not an application notice for payments.

He described defense investment as deterrence compatible with dialogue, and said energy options should be assessed through scientific, legal and safety criteria.

The “city on a hill” framing highlighted by BBC links welfare, democracy and security. Interpretations of a diplomatic signal remain interpretations, not established intent.
