US license opens Russian diesel trade, with an expiry and account exception
OFAC issued General License 135 on October 9, authorizing Russian-origin diesel sales, delivery, offloading and imports, including US imports, under the two specified sanctions regulations. It runs until 12:01 a.m. EDT on April 7, 2027.
It excludes debits to US-bank accounts of Russia’s central bank, National Wealth Fund and finance ministry. It is not a blanket removal of Russian sanctions.
The license establishes permission, not completed deliveries, purchase volumes or prices. Those commercial outcomes still need separate evidence.
